The District Commissioner of Galinsoor in Somalia's Galgaduud region has officially closed a five-day intensive training program focused on strengthening governance capacities and public service delivery standards. The ceremony, held on February 14, 2026, marked the completion of a collaborative initiative between the Galmudug State Ministry of Interior and Local Governments, alongside international development partners including FAO and GIZ.
The training brought together district administrators, department heads, and members of the Galinsoor Peace and Security Committee. According to officials, the program was designed to enhance administrative skills and improve service delivery mechanisms at the local level, with particular emphasis on conflict resolution techniques.

In his closing remarks, the District Commissioner urged participants to prepare themselves for national duty and emphasized that every individual bears responsibility for development and effective implementation of assigned tasks. He thanked the Ministry of Interior of Galmudug State, represented by Director Abdikafi Sheikh, as well as international partner agencies for facilitating the seminar.
Mohamed Sheikh Omar, one of the trainers, highlighted that the workshop addressed practical approaches to resolving conflicts in service delivery. He noted that while conflicts are inevitable in any community, proper division and equitable distribution of resources according to Islamic principles can minimize disputes.

"The training covered essential governance principles and Islamic jurisprudence," Omar stated. "When resources are divided fairly and people receive their rights equally, conflicts decrease significantly. Islamic law provides the best framework for such governance."
The program, which ran from February 10-14, 2026, focused specifically on modern administrative techniques, conflict resolution strategies, and the application of Islamic principles in local governance. Officials emphasized that sustainable development requires competent administration and equitable service delivery to all community segments.
